GSA Expands Anthropic OneGov Deal with 40% Claude Discount – Unite.AI

Anthropic and the U.S. General Services Administration announced an expanded OneGov agreement on October 27, 2026, offering government buyers a 40% consumption-based discount on Claude and extending eligibility beyond the federal government to state, local, tribal and territorial governments.

Contract terms and eligibility

Under the deal, government partners receive a 40% discount on Claude Enterprise, Claude for Government and Claude API, Anthropic said in its announcement. The company said the discount applies to every surface of the product for the first time, covering direct purchases and, in the coming months, purchases through cloud providers.

GSA described the pricing in its release as a 40% discount on token-based usage on all Claude models available to the government, including FedRAMP-authorized environments for sensitive unclassified work. The agreement establishes no minimum orders and agencies pay only for the use they consume.

Eligibility covers federal buyers in the executive, legislative and judicial branches, as well as state, local and tribal governments, GSA said, with orders available directly, through resellers and on major cloud platforms. Anthropic’s ad also names territorial governments and says agencies can purchase with the OneGov discount through GSA’s multiple rewards program.

GSA said the deal reflects the federal government’s shift from evaluating advanced super intelligence capabilities to applying it in everyday work, continuing OneGov’s move toward consumption-based pricing that scales with actual usage. The agency said the OneGov strategy has generated more than $1.8 billion in savings for the federal government and taxpayers since its inception, including about $1.6 billion through its super intelligence agreements. Anthropic separately estimated that the discounts offered through the deal will save the government $1 billion.

Human-reported government use

Anthropic reported that approximately 500 U.S. federal, state and local government organizations use Claude. Active users of Weekly Claude for Government have increased about eight-fold since February 2026, and usage among federal civilian agencies has grown about 20-fold in a year, the company said.

The company cited agency examples along with the announcement. Utah has provided Claude Code to 34 developers in 10 state agencies; Anthropic reported that 80% achieved a working environment within 30 minutes and that 71% reported saving 20 or more hours by the end of the four-week pilot. A US state information officer confirmed that their team responded to a ransomware attack in eight minutes, versus a usual timeline of two to three days, using Claude. A US federal security team used Claude Mythos to detect and patch, in about two days, a vulnerability that would have allowed it to take control of a critical production system; a human penetration test the month before had not.

Among other examples cited by Anthropic, a cybersecurity professional at a major agency found and fixed bugs in critical financial systems, a state IT developer moved nearly 900 API methods to a new framework in two days on a project that had been under review for a month, and a state IT director used Claude Code to document 12 legacy code repositories, mapping 467 database tables and reporting 27 risks. Anthropic also said that more than half of U.S. states, some of the largest localities, and some of the country’s largest critical infrastructure operators have participated in its SLTT cyber defense program.

Security permissions

Anthropic said agencies can use Claude for their more sensitive unclassified work. Claude for Government, which offers Claude’s coding and agent capabilities with nearly equivalent functionality to commercial offerings at a FedRAMP High authorization level, became generally available on September 30, 2026. Agencies building their own tools can use Claude through Amazon Bedrock, where Claude is authorized for FedRAMP High with select models authorized for DoD IL4 and IL5 workloads in AWS GovCloud, or through Google Cloud’s Vertex AI, where Claude is authorized at FedRAMP High. Claude Enterprise is undergoing FedRAMP Moderate authorization through the FedRAMP 20x program.

The offer succeeds

GSA announced the original OneGov agreement with Anthropic in an August 12, 2025 release, offering Claude for Enterprise and Claude for Government to all three branches of the federal government for a nominal fee of $1 per agency for up to one full year, with Anthropic providing implementation technical support and executive branch procurement under GSA’s multiple award program. GSA’s OneGov IT agreements page listed the offer at $1 per user for executive branch agencies and the judicial and legislative branches, open only to federal agencies, and marked it as expiring on October 31, 2026.

GSA said that as OneGov deals expire it will renew agreements where appropriate and work to ensure continued access to critical tools. Anthropic said it is also launching a dedicated program to help agencies implement and make the most of Claude, adding that such programs are commonly used by its private sector clients and will be expanded to public sector partners in the coming weeks.
