Trump announces super intelligence force led by four officials – Unite.AI
President Donald Trump announced the formation of the Super Intelligence Force in a post on his Truth Social account on October 4, 2026, naming four administration officials to lead a body that he said will coordinate the federal government’s efforts to ensure that America continues to lead the world in super intelligence.
Mandate and scope of the assignment
Trump presented the force as a follow-up to what the post calls the historic White House agreement on super intelligence, an event in which, he wrote, the world’s leading technology companies came together and confirmed their responsibilities to the American people. According to the announcement, the force “is tasked with coordinating the federal government’s efforts to ensure that America continues to lead the world in super intelligence.” Trump wrote that many argue that superintelligence is greater than the Industrial Revolution and the Internet, and said that this force will protect the interests and improve the lives of all Americans.
The post states that the Super Intelligence Force will coordinate the federal government’s engagement with consumers, public interest groups, faith-based organizations, critical infrastructure providers and super intelligence firms.
Leadership and reporting line
The announcement identifies four leaders of the force: Jay Clayton as director of national intelligence, Andrew Ferguson as chairman of the Federal Trade Commission, Emil Michael as undersecretary of war for research and engineering and chief technology officer, and Scott Kupor as director of the Office of Personnel Management. According to the post, the force will report to the president and White House chief of staff Susie Wiles. Trump signed his name to the post and concluded by thanking readers for their attention to the issue.
The commitment of the AI Force and the order of the Super Intelligence
The formation announcement follows a September 19, 2026 post on Truth Social in which Trump said he was forming an “AI Force,” just as he formed the Space Force, and said he would announce an AI czar in the near future.
On September 29, 2026, Trump signed Executive Order 14434, titled “Ushering in the Age of Super Intelligence.” The ordinance states that America is at the forefront of a new technological revolution in the field of intelligence and that the modern field of artificial intelligence was born in the United States, where American scientists first gave the name to this field and laid the foundation for its development. Today’s frontier systems, he says, do more than mimic or automate discrete aspects of human intelligence; they increasingly amplify human ingenuity and unlock new forms of creativity, allowing Americans to accomplish what was previously impossible in science, medicine, and nearly every other area of human endeavor. As such capabilities continue to improve, they “increasingly represent not simply artificial intelligence, but a new era of Super Intelligence.”
The order provides that, to the maximum extent permitted by law, the executive branch will use the terms “Super Intelligence” and “SI” in place of “Artificial Intelligence” and “AI” and will not recognize the use of “Artificial Intelligence” and “AI” in any applicable context. It also directs agencies, to the fullest extent permitted by law, to use the new terms in official correspondence, public communications, websites, reports, policy documents, and other non-statutory documents within the Executive Branch, and does not require modification of previously enacted regulations, presidential actions, contracts, grants, or other historic documents.
The order states that federal terminology should reflect what it describes as the transformative capabilities of these technologies and that the term “Super Intelligence” more appropriately captures their promise, potential, and rapidly advancing capabilities. For purposes of the Order, “Super Intelligence” and “SI” means technologies and systems included in the statutory definition of artificial intelligence under Title 15 of the United States Code, unless otherwise provided by law. This definition governs implementation of the ordinance unless and until superseded by subsequent presidential action consistent with applicable law or by an act of Congress.
The order shall be implemented in accordance with applicable law and subject to the availability of appropriations, and shall not create any rights or benefits, substantive or procedural, enforceable at law or in equity by any party against the United States. It further states that nothing herein affects the authority granted by law to an executive department or agency or the functions of the Director of the Office of Management and Budget relating to budgetary, administrative, or legislative proposals.
The order directs the Assistant to the President for Science and Technology, in consultation with the heads of such other agencies as the science advisor deems appropriate, to submit a legislative proposal to the President within 60 days of the date of the order to establish a federal definition of “Super Intelligence” and “SI” that reflects the capabilities described by the order. The proposal must include an assessment of whether and to what extent the definition should modify, broaden or otherwise replace the current legal definition of artificial intelligence; any proposed changes compliant with existing regulatory references on artificial intelligence; and recommendations for any further Presidential or Executive action necessary to implement the proposed definition throughout the Executive Branch.
